The HWSETA (Health and Welfare Sector Education and Training Authority) is a statutory body in South Africa mandated to facilitate skills development, training, and education within the health, social development, and veterinary sectors.

The HWSETA is seeking to appoint a Provincial Officer to implement health and social development skills initiatives at provincial level. The role is responsible for delivering Education and Training Quality Assurance (ETQA), Skills Development Planning (SDP), Research, Monitoring and Evaluation (RIME), Corporate Services support, and stakeholder engagement in line with legislative and Service Delivery Charter requirements.

Minimum Requirements

Education:
Bachelor’s Degree in Education, Training and Development, Human Resource Development, Social Sciences or an equivalent qualification.
Experience: 3–5 years’ experience in an ETD / HRD environment, with SETA and/or chamber knowledge.

Other Requirements:

  • Valid Code 08 driver’s licence
  • Own vehicle

Key Responsibility Areas

1. Perform Delegated Education, Training and Quality Assurance (ETQA) Functions

  • Support prospective Skills Development Providers (SDPs) in the accreditation and re‑accreditation process.
  • Evaluate accreditation, re‑accreditation, extension of scope, secondary accreditation and training implementation intent applications.
  • Conduct site visits, validation and verification and make recommendations for approval.
  • Support Assessor and Moderator registration applications and make recommendations.
  • Support learner uploading, linking, moderation and endorsement processes.
  • Monitor Skills Development Providers for compliance with ETQA policies and procedures.
  • Support assessment centre accreditation and monitor EISA readiness.
  • Compile ETQA reports and provide compliance feedback.

2. Perform Delegated Research, Information, Monitoring and Evaluation (RIME) Functions

  • Collect data as required for research and monitoring purposes.
  • Provide support to RIME activities and reporting requirements.

3. Perform Delegated Skills Development Planning (SDP) Functions

  • Coordinate partnerships with TVET Colleges, Universities and Community Colleges.
  • Conduct project site validation and monitor approved projects.
  • Support and evaluate T-number and SDF registration applications.
  • Conduct WSP & ATR capacity building workshops and provide technical support to employers.
  • Support Discretionary Grant and Expression of Interest (EOI) application processes.
  • Conduct project inductions and monitor project implementation.
  • Compile monitoring reports and make tranche payment recommendations.
  • Review and quality assure MoAs, learner agreements, learner information and SQMR submissions.
  • Identify non‑compliant employers and recommend corrective action.

4. Perform Delegated Corporate Service and Administrative Functions

  • Implement and adhere to organisational policies and procedures.
  • Maintain accurate electronic and physical records.
  • Participate in career exhibitions, advocacy and marketing activities.
  • Compile administrative and operational reports.
  • Support stakeholders with ERP utilisation, log helpdesk tickets and resolve queries.
  • Adhere to travel, subsistence and financial control requirements.

5. Perform Functions Related to Building and Maintaining Stakeholder Relations

  • Mobilise and engage inactive employers.
  • Build and maintain positive stakeholder relationships.
  • Enhance customer satisfaction through enquiry resolution and problem‑solving.

6. Meeting Service Delivery Charter Standards

  • Telephone enquiries: within 24 hours

Duties

Render maintenance of office buildings: Conduct regular building and equipment inspections. Report breakage. Defects, problems etc. Report and/ or attend to electrical, plumbing, carpentry, renovations, painting and replacement problems. Render maintenance of farm equipment and infrastructure: Conduct repair works to fences, water systems, furniture, equipment and tools. Inspect fencing and repair as required. Safekeeping of maintenance tools and supplies. Detect and repair leaks and broken pipes as required.

Construct and maintain farm structures as needed (e.g. hail shelter, tractor shade ports, frames to support trials, etc). Conduct routine farm work: Install irrigation pipes and pumps. Dig trenches. Combating veldt fires. Perform elementary agricultural tasks like weeding, irrigation and sowing. Maintain gardens, recreation grounds, paddocks and irrigational lands. Assist with general maintenance: Removal and dumping of refuse. Cleaning of gutters. Sweeping of roads and parking areas. Washing and cleaning of official fleet. Cleaning of buildings and cleaning of building and machines.

Anglo American International Cybersecurity Learnership – International Early Careers Programme

As part of the programme’s continued global expansion, we are offering Cybersecurity Learnership opportunities in South Africa.

This 12-month Learnership combines structured learning with practical experience working alongside Anglo American cybersecurity professionals. Learners will gain exposure to how cybersecurity teams operate globally, learning how organisations manage cyber risk, detect and respond to security incidents, investigate digital evidence and promote safer behaviours online.

Learners will complete structured training and prepare for the CompTIA Security+ certification, gaining both practical and theoretical cybersecurity knowledge throughout the programme.

The Learnership provides exposure to multiple areas of cybersecurity including:

  • Cyber threat intelligence
  • Digital forensics and investigations
  • Security operations
  • Cyber risk management
  • Human cyber risk and user awareness training

Job Description: Anglo American International Cybersecurity Learnership – International Early Careers Programme

As a Cybersecurity Learner, you will support the Cybersecurity Operations team while participating in the International Cybersecurity Early Careers Programme. The role provides hands-on exposure to cybersecurity operations while developing foundational knowledge through structured training and certification preparation.

Cybersecurity Operations Exposure

  • Understand how cybersecurity teams conduct monitoring and identify potential security threats.
  • Learn how to analyse security alerts and understand how incidents are detected and managed.
  • Participate in investigations of suspicious activity under the guidance of experienced analysts.
  • Gain exposure to how cybersecurity teams coordinate responses to security incidents.

Cyber Threat Intelligence (CTI)

  • Learn how to gather and analyse threat intelligence from internal and external sources.
  • Contribute to basic threat reporting and intelligence summaries.
  • Learn how threat intelligence supports proactive cyber defence.

Digital Forensics Exposure

  • Practice evidence collection and analysis activities under supervision.
  • Learn how digital investigations are conducted in a forensically sound and legally compliant manner.
  • Gain exposure to forensic tools and investigation methodologies used by cybersecurity teams.

Human Cyber Risk & Awareness

  • Support user awareness initiatives aimed at helping employees develop safer online behaviours.
  • Assist in preparing cybersecurity awareness materials and training sessions.
  • Help analyse behavioural data to identify areas where additional awareness training may be required.

Learning and Certification Development

  • Participate in structured training sessions as part of the Early Careers Programme.
  • Complete study activities and coursework aligned to the CompTIA Security+ certification.
  • Prepare for and complete certification examinations during the Learnership.

Programme Participation

  • Engage in professional development activities designed to build workplace skills.
  • Participate in programme learning sessions and knowledge-sharing activities.
  • Track learning progress and maintain study commitments throughout the Learnership.

Qualifications:

To qualify for the Learnership programme, you must: 

  • Be at least 18 years old
  • Have completed Grade 12 with Mathematics and Science
  • Have strong interest in cybersecurity and information security.
  • Have good analytical and problem-solving skills.
  • Have good communication and teamwork skills.
  • Have the ability to learn new technologies and concepts quickly.
  • Have good written and spoken English communication skills are required for this role.
