Position Purpose

Specialize and manage the security operations in the designated region of responsibility across the Transnet Pipeline to facilitate the eradication/ reduction of the wide spectrum security related breaches (thefts, sabotage, vandalism, etc.), protect assets and mitigate against actual and potential threats. Accountable for the day-to-day operational planning, deployment and delivery oversight, interacting with security suppliers to ensure service delivery, reduction of incidents and apprehension & conviction of criminals. To give effect to the operational security strategy, plan, policy, standards, guidelines, and procedures aligned to likely risks.

Position Outputs

At an operational and functional level: Aligning to the national security strategy, the role is accountable for the performance of the Transnet Pipeline security at a regional level. Responsible for supplier performance (Understand the regional deployment plan whilst ensuring that the Security Service Provider (SSP) Area Manager has executed on the plan accordingly. Specify the suppliers & levels to depict the importance of this position) across all functions at a regional level Perform the management function over designated Security Service Provider and security equipment.

Contracts manage the Security service providers operating in the specific region inclusive of recorded/minute weekly and monthly SLA meetings Data management and recording of all events in the area of responsibility and drafting the necessary daily, weekly and monthly reports to a designated Transnet Pipelines official Perform stakeholder management and liaison in accordance with a specified schedule and plan. Responsible to achieve the performance outputs and targets.

• Accountable for the oversight and delivery of the operational plan. • Oversight of resource & asset deployment planning (resource needs). • Resource balancing (Resource prioritizing). • Point of contact and interaction for regional security services. • Day to day on the ground problem solving & solution development. • Day to day operations integration and supplier performance. •Provide intelligence & insights based on day-to-day operations •Integration between TPL functions and agencies at an operational level • Plan & oversee joint operations deployments. • Tracking and managing day to day supplier performance. • Succession planning. •Fulfillment of the plan. •Oversight of assets & resources. • Supplier performance monitoring. • The incumbent will be required manage additional provinces as and when required based on operational requirement.

Develop training programs for internal or external role players to raise awareness and knowledge on a range of topics related to specialised security services to mitigate organised crime (Tampering with Critical Infrastructure). Such training programs may include, but are not limited to the theft of Product, the existence of an illicit market in the Republic of South Africa and neighbouring countries and will be delivered utilising various mediums as required. Compile focused project and operational security plans to address illegal or suspected illegal trading in Transnet Pipelines’ stolen assets and fuel stolen in transit).

Critically review project plans, operational plans and activities to ensure that TPL’s specialised security objectives are being delivered through the actions proposed in the most effective & efficient manner. Submit monthly and weekly progress reports on the 1st day of each month/week indicating the tasks to be executed and associated task allocations. The progress report will, in addition, stipulate the deliverables that were not achieved, reasons for non-achievement, lessons learnt and the plan for delivery of outstanding requirements.
Submit a structured bi-monthly report to Transnet Pipelines on tasks executed during the month, resource utilisation breakdown that specifies tasks and hours spent during the execution thereof. In addition, it will include effects-based report on: • Operations deployment and planning • Provision of info relating to arrests effected, case status, assets seized, watching briefs, upcoming court appearances suspects & as witnesses to avail evidence; matters under investigation and convictions, • Security analytical reporting & predictive intelligence • Security threat/vulnerability identification and risk mitigation • Security detection and prevention • Security activation, response and recovery • Security integrated operations • Special Security Operations on critical target.

Perform command and control functions over own integrated capability. A permanent member of the PROVINCIAL OPERATIONAL COMMAND CENTRE (POCC) which is attended by the Provincial heads (SAPS Colonel) of the various Govt Sector Security agencies within the region and chaired at the level of a SAPS Brigadier. Work closely with security agencies within the region to identify, quantify and assess security threats to TPL’s business operations and to implement appropriate and sustainable proactive and reactive mitigation measures. Manage the security skill pool across the various disciplines within this portfolio, ensuring that security is being managed properly across the region’s Pipeline Security infrastructure.

Manage Security Service Providers in accordance with relevant requirements, controls and developed communication management plan. Analyse relevant governance principles, policies, and internal control to develop action plans for ensuring compliance. Engage in the development of security related crisis and business continuity plans and provide specialist security advice when required. Work within approved regional budget, monitor the expenditure against the budget and ensure that spending occurs within the budget to deliver on strategic outputs in line with budget prescripts.

Qualifications and Experience

Qualifications, Experience & Inherent Job Requirements: • National Diploma in Security Management • or related discipline (Policing/ Criminology/ Criminal Justice/Leadership Training) • PSIRA Grade A registered • Minimum 5 -8 years’ experience in a Security Operations/Infrastructure Management environment of which 3 of those years must be at a supervisory level. • Advantage if two of these years must be within the private/ public sector organization. • Firearm Training certificate from Firearm Training Provider or Safety and Security Sector Education Training Authority (SASSETA). • Requirement of Trust and Honesty in the handling of Finances as per the National Credit Act Amendment 19 • Must be willing to undergo Lifestyle Audit Standard Job Requirements: • Driver’s license code 08 • Travel as required and approved • Work shifts and flexi hours • Will be required manage additional provinces as and when required based on operational requirement • Consistent engagement with internal and external stakeholders • Attendance to various forums and meetings • Managing team • Good communication and interpersonal skills

Competencies

• Knowledge of analysing crime trends, planning and resource deployment aligned thereto • Knowledge of integrated security operations • Knowledge of Critical Infrastructure Protection Act 8, of 2019 and National Key Points • Knowledge of Firearm Control Act • Knowledge of land, air and rail security aspects • Report writing skills • Computer literacy • Experience in supplier management and oversight • Direct experience or experience in the following specific fields of security is recommended: • Physical security • Personnel security • Document security • Communication security • Security Investigations and operations • Prior security general management • Prior security training experience • Discretion and ability to keep information Secret
