About The Municipal Infrastructure Support Agent (MISA) South Africa

The Municipal Infrastructure Support Agent (MISA) is a national government component under the Ministry of Cooperative Governance and Traditional Affairs (CoGTA). It was established in terms of section 7(5)(c) of the Public Service Act of 1994 to provide technical support and build capacity in municipalities. MISA’s main goal is to help municipalities plan, deliver, operate and maintain infrastructure that supports sustainable service delivery.

MISA supports municipalities with infrastructure planning, project implementation, operations and maintenance. Its work is guided by municipal Integrated Development Plans (IDPs) and includes support for infrastructure assessments, feasibility studies, design, procurement, project management, contract management and maintenance programmes. The agency also helps municipalities address service-delivery backlogs and prepare for future infrastructure needs.

To carry out its mandate, MISA deploys technical experts such as engineers, town planners, project managers and other built-environment professionals to municipalities. These specialists provide hands-on support and help strengthen local government capacity. MISA’s interventions can include support for roads, water, sanitation, electricity, waste management and other municipal services, with recent work including a pothole-patching project across 30 municipalities.

MISA also plays an important role in skills development and employment within the public sector. The agency offers career opportunities in engineering, town planning, project management, construction, built-environment services, administration, finance, monitoring and evaluation, and other technical fields. Through its work, MISA contributes to improving municipal infrastructure, strengthening local government capacity and supporting better access to basic services for communities across South Africa.
