About Kouga Local Municipality

Kouga Local Municipality is a Category B municipality in the Sarah Baartman District of the Eastern Cape, South Africa. It lies west of Nelson Mandela Bay and covers about 2,419 square kilometres, serving a mix of coastal towns, rural settlements and agricultural areas. Its head office is in Jeffreys Bay, one of the region’s best-known coastal towns.

The municipality includes nine main towns: Jeffreys Bay, Humansdorp, St Francis Bay, Cape St Francis, Oyster Bay, Hankey, Patensie, Loerie and Thornhill, along with smaller settlements and farming nodes. Kouga is divided into 15 wards and had an estimated population of about 112,941 residents in the 2016 Community Survey. Its coastal towns attract tourism, surfing, property development and holiday visitors, while the Gamtoos Valley supports agriculture.

Kouga Local Municipality was established in 2000 under Provincial Notice No. 199, following South Africa’s local-government transformation. It is governed by a municipal council of 30 councillors, made up of 15 ward representatives and 15 proportional-representation councillors. The municipality has executive and legislative authority over local affairs, subject to national and provincial legislation, and is responsible for promoting local development, service delivery and community participation.

The municipality provides essential services such as water, sanitation, refuse removal, electricity distribution, roads, traffic management, fire and disaster services, parks, libraries and environmental management. Its Community and Safety Services department also focuses on waste collection, recycling, public health, coastal management, by-law enforcement and disaster preparedness. Residents can report service issues such as burst pipes, sewer blockages, meter leaks and power outages through the municipality’s call centre.

Kouga’s economy is driven by tourism, agriculture, property development, retail and small business. Jeffreys Bay is internationally known for surfing, while St Francis Bay and Cape St Francis are popular coastal destinations. The municipality’s 2025/26 budget of R1.845 billion prioritises infrastructure upgrades to support its fast-growing towns, while also providing rebates and free basic services to qualifying vulnerable households.
