The Independent Communications Authority of South Africa (ICASA) Graduate Development Programme 2026/27 – Policy Research and Analysis. ICASA is a public entity responsible for the regulation of the electronic communications, broadcasting and postal industries in South Africa, as mandated by the ICASA Act, No 13 of 2000, and Electronic Communications Act, No 36 of 2005.

The ICASA Graduate Development Programme is a twenty-four (24) months intensive development programme commencing in 2026. This programme provides an opportunity for qualified graduates to gain valuable practical working experience and theoretical training while earning a salary, enabling them to build the foundation for a successful career in the Information and Communications Technology Industry.
A supporting structure of coaches will guide ICASA Graduates through their training by providing help for challenges at work. The Graduates’ performance will be reviewed on an ongoing basis and assistance will be provided throughout the programme as well as career guidance for future endeavors.
The Graduate intake at ICASA is impacted by a number of variables which include both the South African skills market and the organisation’s skills needs.

Requirements: • Must be a South African citizen and • Must have completed a Degree in Mathematics or Statistics from a recognized institute of Higher Learning

Salary: Total Cost to Company Package of R192,318.00 per annum.

It was established under the ICASA Act of 2000 after the functions of the former Independent Broadcasting Authority and South African Telecommunications Regulatory Authority were combined. One of ICASA’s main responsibilities is issuing licences to telecommunications companies, broadcasters and postal-service providers. The regulator develops industry regulations, sets licence conditions, monitors compliance and may take enforcement action when licensees fail to meet their obligations. ICASA also plans, controls and manages South Africa’s radio-frequency spectrum, which is essential for mobile networks, television, radio, wireless broadband and other communication services.
ICASA also protects consumers and provides a channel for complaints about poor service, unfair business practices, billing problems and other issues involving regulated service providers. It can hear and decide disputes and complaints brought by members of the public or industry participants against licensees. Through this role, ICASA helps support competition, fair treatment, service quality and the broader development of South Africa’s communications industry.
