About The Department of Basic Education South Africa
The South African Department of Basic Education (DBE) is the national government department responsible for overseeing basic education from Grade R to Grade 12, as well as adult literacy programmes. It was established after the former National Department of Education was divided into the Department of Basic Education and the Department of Higher Education and Training. The DBE’s central mission is to provide leadership, policy direction, and support for a quality school education system that serves learners across the country.
The department develops national education policies, supports curriculum implementation, monitors the performance and quality of education, and works with provincial education departments to improve schools. It is also involved in teacher development, learner assessment, school planning, and the administration of national examinations. The Curriculum and Assessment Policy Statement, commonly known as CAPS, provides guidance on teaching and assessment for approved subjects from Grade R to Grade 12.
The DBE plays an important role in expanding access to education and improving learning outcomes for South African children and adults. Its mandate is connected to the constitutional principle that everyone has the right to basic education, while the South African Schools Act promotes access, quality, democratic governance, and compulsory schooling for children within the prescribed age range. Based in Pretoria, the department works with provinces, schools, teachers, communities, and other education stakeholders to build a more inclusive, effective, and equitable education system.
